WinRM não consegue fazer a alteração de configuração porque o emissor (Issuer) utilizado para a operação de mapeamento de certificados não é válido. O certificado identificado pelo thumbprint do emissor tem de estar presente no arquivo do computador "Autoridades de Certificação de Raiz Fidedigna" ou "Autoridades de Certificação Intermediárias". O certificado tem de ter utilização de chaves, o que lhe permite assinar outros certificados.

The certificate identified by the issuer thumbprint must be present in the machine "Trusted Root Certification Authorities" or "Intermediate Certification Authorities" store. The certificate must have key usage that allows it to sign other certificates.
